How do government counterinsurgency tactics shape the behavior of the rebels they are combating? This letter builds upon foundational theories of civil war to argue that within-conflict government actions can further increase rebels' levels of grievances. This increases the likelihood rebels continue fighting as conflicts unfold. I test the argument using newly compiled individual-level data on over 1,700 members of the Irish Volunteers and Irish Citizen Army who participated in the 1916 Easter Rising. Rebels varied in whether they were interned after the uprising. I show that rebels who were interned were more likely to fight throughout the entire Irish War of Independence. Qualitative evidence corroborates the contention that internment increased rebels' levels of grievances. The letter elucidates how within-conflict events shape rebel behavior, by documenting how the tactics governments employ as they fight can shape the subsequent actions of the rebels they are combating.

AbstractHow does the design of military institutions affect who bears the costs of war? We answer this question by studying the transformative shift from segregated to integrated US military units during the Korean War. Combining new micro-level data on combat fatalities with archival data on the deployment and racial composition of military battalions, we show that Black and white soldiers died at similar rates under segregation. Qualitative and quantitative evidence provides one potential explanation for this counterintuitive null finding: acute battlefield concerns necessitated deploying military units wherever soldiers were needed, regardless of their race. We next argue that the mid-war racial integration of units, which tied the fates of soldiers more closely together, should not alter the relative fatality rates. The evidence is consistent with this expectation. Finally, while aggregate fatality rates were equal across races, segregation enabled short-term casualty discrepancies. Under segregation there were high casualty periods for white units followed by high casualty periods for Black units. Integration eliminated this variability. This research note highlights how enshrining segregationist policies within militaries creates permissive conditions for either commanders' choices, or the dictates and variability of conflict, to shape who bears war's costs.

How do leaders' statements about conflict duration affect public support for their handling of war? We build on two disparate strands of prior research to theorize how approval depends on perceptions of both war's expected value and of the leader themself. The information available for making these evaluations changes over time. The public relies on elite cues in early stages of war. Cues predicting a short conflict mobilize support. As conflict unfolds, the actual conditions provide information about the accuracy of earlier statements, while subsequent messages provide information about the consistency of these statements. Both allow the public to learn about the leader. Inaccuracy and inconsistency negatively affect evaluations of the leader and reduce support for war. Using a panel survey experiment to test these predictions, we find that public approval is highest when (1) the leader initially predicts a short conflict and (2) when initial predictions prove accurate. The results reveal an intertemporal tradeoff for leaders. Predicting a short conflict is optimal for mobilizing support but potentially suboptimal for retaining that support.

In this article, we use an experimental survey design to explore how the tactical choices of social movements affect public opinion about whether the government should negotiate with the movement and the bargains that should be struck once negotiations begin. In doing so, we test competing theories about how we should expect the use of tactics with varying degrees of extremeness—including demonstrations, occupations, and bombings—to influence public opinion. We find that respondents are less likely to think the government should negotiate with organizations that use the tactic of bombing when compared with demonstrations or occupations. However, depending on the outcome variable and baseline category used in the analysis, we find mixed support for whether respondents think organizations that use bombings should receive less once negotiations begin. The results of this article are generally consistent with the theoretical and policy-based arguments centering around how governments should not negotiate with organizations that engage in violent activity commonly associated with terrorist organizations.

As Amazon's Mechanical Turk (MTurk) has surged in popularity throughout political science, scholars have increasingly challenged the external validity of inferences made drawing upon MTurk samples. At workshops and conferences experimental and survey-based researchers hear questions about the demographic characteristics, political preferences, occupation, and geographic location of MTurk respondents. In this paper we answer these questions and present a number of novel results. By introducing a new benchmark comparison for MTurk surveys, the Cooperative Congressional Election Survey, we compare the joint distributions of age, gender, and race among MTurk respondents within the United States. In addition, we compare political, occupational, and geographical information about respondents from MTurk and CCES. Throughout the paper we show several ways that political scientists can use the strengths of MTurk to attract respondents with specific characteristics of interest to best answer their substantive research questions.

abstract: How does the local memory of past repression affect whether individuals fight for or rebel against the government perpetrator? The authors theorize how information about past repression is transmitted across generations to shape long-run patterns of loyalty and rebellion toward the state. To assess this argument, they study how the legacies of the 1845–49 Irish Potato Famine affected the decisions of subsequent generations of Irishmen to fight for or against Britain. Leveraging data on more than 150,000 Irish combatants, the authors show that individuals in places more severely affected by the Famine fought in the pro-British Irish Militia and the British military in World War I at lower rates. By contrast, those individuals rebelled against Britain at higher rates. Additional quantitative analysis provides evidence consistent with the theoretical argument: constituencies more severely affected by the Famine were more likely to vote for the pro-Irish, anti-British Sinn Féin Party. This article demonstrates how the local memory of past repression can play a crucial role in shaping long-run patterns of participation in conflict.

AbstractEvery time a major violent act takes place in the United States, a public debate erupts as to whether it should be considered terrorism. Political scientists have offered a variety of conceptual frameworks, but have neglected to explore how ordinary citizens understand terrorism, despite the central role the public plays in our understanding of the relationship between terrorism and government action in the wake of violence. We synthesize components of both scholarly definitions and public debates to formulate predictions for how various attributes of incidents affect the likelihood they are perceived as terrorism. Combining a conjoint experiment with machine learning techniques and automated content analysis of media coverage, we show the importance not only of the type and severity of violence, but also the attributed motivation for the incident and social categorization of the actor. The findings demonstrate how the language used to describe violent incidents, for which the media has considerable latitude, affects the likelihood the public classifies incidents as terrorism.

What are the consequences of women dying in combat? We study how women fighting on the frontlines of the military affects public attitudes toward (1) military conflict and (2) women's equality. We demonstrate through a series of survey experiments that women dying in combat does not reduce public support for war. However, women's combat deaths do shape perceptions of women's equality. Women dying in combat increases support for gender equality, particularly in the public sphere of work and politics, but only among women respondents. The findings indicate that women's combat deaths do not undermine leaders' ability to garner support for war, but combat service—and indeed, combat sacrifice—alone is insufficient to yield women's "first-class citizenship" among the general US public. The results highlight how major policy changes challenging traditional conceptions of gender and war can generate positive attitudinal shifts concentrated among members of the underrepresented community.

How did personal wealth and slaveownership affect the likelihood Southerners fought for the Confederate Army in the American Civil War? On the one hand, wealthy Southerners had incentives to free-ride on poorer Southerners and avoid fighting; on the other hand, wealthy Southerners were disproportionately slaveowners, and thus had more at stake in the outcome of the war. We assemble a dataset on roughly 3.9 million free citizens in the Confederacy and show that slaveowners were more likely to fight than non-slaveowners. We then exploit a randomized land lottery held in 1832 in Georgia. Households of lottery winners owned more slaves in 1850 and were more likely to have sons who fought in the Confederate Army. We conclude that slaveownership, in contrast to some other kinds of wealth, compelled Southerners to fight despite free-rider incentives because it raised their stakes in the war's outcome.

AbstractPrior research demonstrates that responses to surveys can vary depending on the race, gender, or ethnicity of the investigator asking the question. We build upon this research by empirically testing how information about researcher identity inonline surveysaffects subject responses. We do so by conducting an experiment on Amazon's Mechanical Turk in which we vary the name of the researcher in the advertisement for the experiment and on the informed consent page in order to cue different racial and gender identities. We fail to reject the null hypothesis that there is no difference in how respondents answer questions when assigned to a putatively black/white or male/female researcher.
